New Additions to the BTE Pages

I added a 'legal paper' background to the functional spec. pages. I haven't
really decided whether this is a good thing or not. It may go away if I decide
it's too obnoxious/unworkable on different displays.

I added a lot of actual technical detail to the 'Computer Control'
link from the Functional Block page. It's actually another link from
the 'Computer Control' page. It incorporates a lot of ideas discussed on
the newsgroup.

http://www.ugcs.caltech.edu/~blacker/bte/ If you're
still accessing them from /~mclapp/bte/, it will work, but only because I have
a symbolic link there. Please change to the new address.
