Dry ingredients include non-fluid items such as flour and spices. Sugar however is a wet ingredient. One way to think of it is that dry ingredients would float on top of water, where wet ingredients will sink.
Folding is a baking term and means you should blend the mixture carefully by hand scooping down the side and gently pulling the batter over the dry ingredients on top and down the center to repeat on the other side, like a figure eight. Folding the batter should be done with care and will take quite a bit of time.
